This Hila Party User Agreement (this “Agreement”) governs your usage of our services, (hereinafter, “Services”) including Hila Party App and https://www.hilachat.com/.
1.1 When using the Services, you will be subject to Hila Party’s Privacy Policy, Community Guidelines, Child Safety Policy, Broadcaster Agreement and you be subject to additional guidelines or rules that are posted on the Services or made available to you, or applicable to specific services and features that are disclosed to you in connection with such services. We may also offer certain paid services, which are subject to any additional terms or conditions that are disclosed to you in connection with such services.
1.2 By using our Services, or by clicking on "Sign Up" during the registration process you agree to all terms of this Agreement. We reserve the right to unilaterally amend the agreement, and the amended agreement will be published through the platform announcement channel. By continuing to avail our Services, you agree to be bound by the revised Agreement.
1.3 Age restriction clause:
Users must meet the legal age requirement (default 18 years old);
If the jurisdiction has a higher age requirement, local law will prevail;
It is prohibited to register under the identity of others or minors.
1.4 Account security tips:
Users are fully responsible for account operations;
Users in regions subject to international sanctions may face service restrictions.
We are committed to building a vibrant digital community platform that connects global users through innovative technologies, inspires creative expression, and promotes meaningful interactions. To achieve this vision, we provide you with the following core services:
i. Content creation and interactive functions
Hila Party platform provides users with a full range of digital content creation and social interaction tools, including but not limited to:
Real-time audio and video live broadcast function;
Instant messaging;
Community forum service;
Creation, publishing and dissemination of multimedia content (including but not limited to text, images, audio, video and other digital content).
All digital content you create and share through this platform (collectively referred to as "user-generated content") represents the personal views of the creator.
ii. Personalized recommendation service
Based on algorithm optimization technology, the platform may show you:
Customized advertising content;
Community activities that match your interests.
This service is designed to enhance user experience, and all recommended content is clearly marked with its source and nature.
iii. Community security governance
We maintain the platform ecosystem through the following mechanisms:
7×24 hours global multilingual risk control team;
Graded disposal measures (including but not limited to: content removal, function restriction, account ban and judicial investigation).
iv. Global service network
In order to achieve efficient service, user data may be distributed and stored in global server nodes.
You need to provide necessary registration information (such as username, password etc.) to create an account.
You should keep your account information safe, including but not limited to:
Ensure the confidentiality of your account and password;
Limit access to your device only;
Be responsible for all activities within your account.
You promise that all information provided during registration and subsequent use is true, accurate, complete and updated in a timely manner.
You may choose to register or log in to Hila Party through a third-party platform (such as a social media account). The collection, use and disclosure of your information by the third-party service is subject to its own privacy policy. Please refer to our Privacy Policy for how Hila Party handles your personal information.
In order to optimize the user experience, Hila Party adopts a unified account system. If you have registered for multiple Hila Party related services, your account information, generated content and virtual assets may be shared between related accounts. However, different services may provide different functions or benefits, and Hila Party does not guarantee that all related accounts enjoy exactly the same services.
Hila Party reserves the right to suspend or terminate your account in the following circumstances:
Violation of any terms of this Agreement;
Account activities may damage the service, infringe the rights of third parties, or violate laws and regulations;
Other circumstances where Hila Party reasonably believes that restrictive measures are necessary.
If you decide to stop using our services, you can apply to cancel your account in the following ways:
Mobile operation: Go to "Me" > "Settings" > "Deactivate";
Send an email: Please provide detailed account information and send an account deletion request to support@hilachat.com using the email address associated with Hila.
If you encounter any problems during the cancellation process, please contact customer service for help. Please note that once an account is deleted, it cannot be restored, and you will not be able to reactivate the account or retrieve any published content or information. For more information on deleting personal information, please refer to the Privacy Policy.
3.7 Third-Party Services
You acknowledge that during your use of our services, Hila Party may publish advertisements or other types of commercial information on the platform. You also agree to receive advertisements and other related commercial information from Hila Party via email or other means. You understand and agree that such advertisements may direct you to third-party websites, which may have their own policies that may differ from ours.You acknowledge that such services are subject to the limited extent of such third-party policies. Please note that we do not own or operate such third-party websites, and we have not and do not review all materials (including goods or services) available through such third-party websites. Therefore, we urge you to make informed choices when interacting with such third-party websites and ensure that you are familiar with the policies of such websites before continuing to interact with them.
The inclusion of these links on the Platform does not represent, warrant, or imply that we endorse any third-party websites or any materials, opinions, goods, or services thereon. Third-party materials accessed or used through third-party websites may also be protected by copyright and other intellectual property laws.
Hila Party is committed to protecting the security of your personal information. We strictly abide by relevant laws and regulations and take reasonable measures to protect your data privacy.
When you use our services, we may collect, store and process necessary personal information to provide a better user experience. For specific collection scope, usage methods and storage rules, please refer to the Privacy Policy.
You have the right to access, correct or delete your personal information, and can exercise relevant rights through account settings or contact customer service. We will not share your data with third parties without your consent unless otherwise required by law.
We may adjust the privacy policy based on business development or legal requirements and notify you through official channels. Continued use of the service is deemed to be acceptance of the updated terms.

You must strictly abide by the terms of this Agreement, community guidelines, child safety policies and all applicable laws and regulations throughout your use of Hila Party services.
You promise not to carry out the following behaviors (including but not limited to):
(1) Creation of illegal and inappropriate content
You may not produce, upload, disseminate, or store any content that is illegal, infringing, defamatory, obscene, pornographic, involving sexual exploitation/abuse of minors, infringing on privacy or publicity rights, harassing, threatening, abusive, inflammatory, or otherwise offensive.
(2) Identity theft and fraud
You may not impersonate another person/organization or falsely claim to be associated with another person/organization; you may not access another person's account, forge another person's information, or transmit content without permission; any form of fraud is prohibited.
(3) Infringement of user rights
You may not defame, harass, insult, threaten, or deceive other users; you may not collect or attempt to collect their personal information (including third-party information) without their consent.
(4) Destroying technology and security mechanisms
You may not delete, circumvent, disable, or damage security features of services or user content (such as copyright notices, anti-copying restrictions, etc.); you may not reverse engineer, decompile, disassemble, or parse service source code beyond the scope permitted by law.
(5) Interfering with service operation
You may not spread malicious programs such as viruses, adware, spyware, etc.; you may not interfere with the normal operation of services, server stability, or network connections; you may not damage other users' experience by excessive use, disrupting functions, etc.
(6) Evading platform control
You may not attempt to bypass content filtering technology; you may not access service areas or functions that you do not have permission to access.
(7) Illegal use
You may not use the service for any illegal purpose (including but not limited to violating intellectual property, data protection, privacy and other laws and regulations).
(8) Hate Speech User Content must not promote bigotry, discrimination, hatred, intolerance, or racism, or target any individual or group based on race or ethnicity, religion, disability, sex, age, national origin, veteran status, sexual orientation, or gender identity.
(9) Sensitive Events User Content that could be viewed as exploiting natural disasters, atrocities, conflict, death, or other tragic events, or lacking reasonable sensitivity to such events, is not permitted.
The official has set up an audit system on the platform to detect illegal and infringing content. If a user is found to have engaged in any of the above prohibited behaviors, the account will be banned.
Hila Party provides a Community Feed feature that allows users to publish text, images, and other content, as well as to engage in interactions such as commenting on posts.
When using the Community Feed feature, you must strictly comply with the following rules:
Prohibited Content: You may not include in your posts, comments, nicknames, images, or any other form of content any of the following: harassment, abuse, sexual harassment, hate speech, threats and intimidation, impersonation of others, malicious spamming, or any other content that violates this Agreement or applicable laws and regulations.
Content Moderation: All content published to the Community Feed is subject to a review process. Content that has not been approved through our moderation system will remain visible only to you and will not be displayed to other users.
Reporting Mechanism: You may report any content or users that you believe violate this Agreement or applicable laws. Upon receipt of a report, we will review the reported content and take appropriate actions based on the review results, which may include but are not limited to: content deletion, restriction of interactive features, restriction of publishing capabilities, and permanent account suspension.
User Content Management: You have the right to delete any content you have published on the Community Feed and to manage comments (including deleting comments) on your own posts.
Blocking Function: You may block other users. Once you have blocked a user, the blocked user will no longer be able to view your Community Feed posts or interact with your posts (including but not limited to commenting).
Hila Party is not responsible for the following matters:
The legality, accuracy or quality of the content posted by users;
Errors, defamation, false information or other bad content that may appear in the service;
Losses or damages caused by users' illegal use of the service;
Private litigation claims by third parties based on this agreement (this agreement does not constitute a guarantee that the service does not contain illegal content).
Hila Party does not endorse or guarantee the authenticity, opinions or statements of user content, and expressly exempts all liability related to it.
For our liability for negligence, breach of contract or violation of any law for our failure to provide the Platform or any part thereof, or for any problems with the Platform, to the extent such liability cannot be excluded by law, our liability will be limited, at our option and to the maximum extent permitted by law, to the resupply of the Platform or any part thereof to you or the payment of the cost of resupplying the Platform or any part thereof.
Hila Party reserves the following rights within the scope permitted by law:
Delete, block, edit, etc. content that violates this Agreement or the law;
Take measures such as restricting functions and suspending services for users who violate the rules;
Terminate or suspend the user's service rights due to violations.
You shall bear the risks of using the service at your own risk and are advised to:
Back up important content regularly (backup costs and responsibilities are borne by you);
If you find any illegal content, you can report it though official channel. Hila official will review and handle the reported content within 24 hours;
Block or blacklist other users to prevent them from entering your room, searching for your account, viewing your profile, chatting with you, and other harassment
Content deletion or service restrictions caused by violations must be restored or recreated by yourself.
Any violation of this clause shall constitute a breach of this agreement, and Hila Party has the right to take corresponding disposal measures in accordance with the agreement.
You must be at least 18 years old (or the legal age of majority in your jurisdiction) to purchase platform virtual coins (hereinafter referred to as "coins"), virtual gifts (hereinafter referred to as "gifts"), or give gifts of monetary value to others.
The gold coin purchase amount will be clearly displayed when placing an order, and all gold coins and payments will be settled through cooperative payment channels in the currency specified when you place an order.
Currency conversion settlement fees, foreign exchange transaction fees and payment channel service fees (if any) will be subject to the agreement between you and the corresponding payment service provider.
The gold coins you purchase will be directly credited to your platform account and can only be used in specified scenarios within the platform (such as purchasing virtual gifts) and cannot be used for other purposes.
Gold coins cannot be exchanged for cash, legal tender (including the official currency of any country/region or political entity), nor can they be used in conjunction with other promotions, coupons, discounts or special offers (unless otherwise explicitly stated by the platform).
The ownership and use rights of all virtual items (including gold coins and gifts) belong to you, but must strictly follow the scope of use agreed in this agreement.
Hila Party may modify, revalue, or make the Digital Products more valuable, effective, or available. If Hila Party modifies, suspends, or terminates any Digital Products, you will lose the modified, suspended, or terminated Digital Products.
Unless otherwise specifically agreed upon in this Agreement, all sold gold coins and virtual gifts are not refundable or exchangeable for cash, and no compensation mechanism is set up.
Hila Party is not responsible for repairing or replacing your Digital Products, nor for providing you with any credits, refunds, or other payments in the following circumstances:
(i) Hila Party's change, suspension, or termination of any Digital Product.
(ii) loss or damage caused by errors in the Service or any other reason.
(iii) Hila Party reserves the right to immediately terminate the provision of Digital Products without prior notice or liability if it discovers that the Digital Products were obtained through fraudulent means.
By submitting an order through the Service, you are deemed to authorize Hila Party or its designated third-party payment processor to directly deduct the corresponding consumption amount from your designated payment account. All payment operations must strictly comply with the agreement between you and the payment method provider (such as a bank or payment institution).
Hila Party also offers a number of paid services, which are only available through prepayment and subscription. Hila Party will clearly inform users of all such services so that users can pay and enjoy these services. If you choose not to pay the relevant fees, Hila Party is not obligated to provide you with such paid services.
If your online payment is rejected due to incorrect account information, insufficient balance, etc., please follow the steps below:
Check the payment account information (such as card number, expiration date, CVV code, etc.) and resubmit after correction;
If the transaction still cannot be completed, you can contact customer service in the following ways:
Send a description of the problem using the email address reserved at the time of purchase;
Directly email to the platform customer service email: support@hilachat.com (please indicate the order number for quick location).
The intellectual property rights (including but not limited to copyright, trademark rights, patent rights, etc.) of all texts, data, images, graphics, audio, video and other forms of content (hereinafter collectively referred to as "Platform Content") provided in Hila Party's services are owned by Hila Party or authorized third parties in accordance with the law and are protected by international intellectual property laws. No terms of this Agreement shall constitute any intellectual property license or right to use the Platform Content granted to you by Hila Party.
To the maximum extent permitted by law, Hila Party reserves the right to terminate or restrict your license to use the service (including but not limited to publishing and uploading user content) at its sole discretion without prior notice, and to prevent you from accessing or using the service in the future. Specific circumstances include but are not limited to:
(a) Your use of the service violates this Agreement or applicable laws and regulations;
(b) You use the service fraudulently, abuse the service, or otherwise seriously violate the platform rules;
(c) Other situations where Hila Party is unable to continue to provide services to you due to technical failures, operational adjustments, or legitimate business reasons.
The above termination or restriction may also involve the access rights to the products, services, or virtual items you have purchased.
Special note: If you have any objections or dissatisfaction with the service functions, terms of the agreement, platform policies, or content transmitted in the service, you may terminate your account and stop using all functions of the Hila Party service. Users may appeal account suspensions by contacting the Hila Party administrator at support@hilachat.com.
You expressly acknowledge and agree that all risks of using Hila Party services are borne by you. Hila Party shall not be liable for any direct, indirect, incidental or consequential damages that may be caused by the service, including but not limited to the following circumstances:
Hila Party does not make the following express or implied promises:
The service will fully meet your needs;
The service will not be interrupted, delayed or failed;
The timeliness, security, accuracy or completeness of the service (including but not limited to the authenticity of the content, the effectiveness of the function, etc.).
Hila Party provides the service in its current form without any additional conditions or guarantees.
Hila Party is not responsible for the accuracy, completeness, security or legality of all external links (including but not limited to third-party websites, resources or cooperation platform entrances) provided through the service. You understand and agree that:
The content of external links is independently operated by third parties and Hila Party cannot control or intervene;
Hila Party does not assume direct or indirect responsibility for any losses (including but not limited to information leakage, property damage, etc.) caused by accessing and using external links.
Hila Party does not assume any responsibility for service interruption, malfunction or data loss caused by force majeure (such as natural disasters, wars, government actions, network failures and other events beyond the control of Hila Party). However, Hila Party will make reasonable efforts to take emergency measures to minimize the impact on you.
All requests for information or documents related to the following situations must be submitted to Hila Party through formal procedures in accordance with legal requirements:
(1) Requests for information or documents related to potential, anticipated or actual legal proceedings, investigations or disputes;
(2) Requests for third-party user information (including but not limited to other users’ personal information, usage records, etc.).
You agree that any such request should be submitted in the following ways:
In written form to the email address designated by Hila Party: support@hilachat.com;
The email content must clearly state the subject of the request, the legal basis and the specific needs, and attach a copy or scan of the relevant legal documents (such as court summons, investigation order, etc.) (if any).
Hila Party reserves the right to refuse to process requests that do not comply with legal procedures or have incomplete information.
We may revise the terms of this Agreement from time to time based on service function updates, service integration, or changes in regulatory policies.
For major changes to the Agreement, we will make commercially reasonable efforts to notify users at least 30 days in advance through announcements on the Hila Party platform. However, we recommend that you review this Agreement regularly to stay updated on the latest content.
After the new terms come into effect, your continued use of the Service will be deemed to have accepted the revised Agreement; if you disagree, you must stop using the Service.
